That's the way he role's I'm really confused about it as well. That's why the survey, I've hung with him 2 times in the past four months and both times any girl that I even spoke to(Not trying to even hook up with all of them) he told me a story about them. And yes "yo I love that girl" came out of his mouth. So now I'm thinking wtf is wrong with him..

i thought a cock blocker was generally the chick's friend making life tough for you, but i suppose it could be one of your guy friends doing the same thing.  however, if he's saying it about every chick you even look at, i'd say fuck him.  it's one thing if you have a friend that might've dated a chick but you didn't know about it and he pulls you aside and tells you it's not cool.  i definitely respect that.  but if he's saying it all the time, piss on him.
