If I'm guessing, I'd assume that the reason is that the information can't be verified due to the fact that it comes from another country, although this does beg the question: why does a nation need to know how to handle applications made by people who aren't legal?  Either legalise them or don't, but don't give illegal residents access to anything (except, obviously, rights, and things like emergency services who would, once the problem was sorted out, hand them on to relevant authorities).

I think that authorities never hold records from other countries to be all that accurate and trustworty. Whether those records are Mexican, Haitian or German doesn't matter to them.

But I think you'd find they would hold records from modernised countries to be worth checking, it's just that getting a hold of them is probably more effort than it's worth.
