I doubt he is a stat padder as he would be earning 115 points every minute if it were a 60 minute round and i doubt that. other explaination A 64 player server with tickets high and ratio at 100 puts up to about 6,000 tickets then stat padd of that mabey.

Anyway as the minimum score you can have in any one round is 6913 I'll presume that it's also the highest, and through either a glitch or amazing stat padding he has hit that limit.
