i believe my ip changes (last 2 digits) when i restart my modem, or when i release and renew

Are you on about your IP on LAN domain or Internet IP?
The IP will only change sometimes. Sometimes if you reboot the modem, the IP will stay the same. It may or may not change. If the IP address is still not being used, you may pick up the same one. Now if someone else release/renews right before you, they may get the address you had, and you may get a different one. Just depends.

Depends if you have a static IP or not. If you do it won't change, otherwise it might a bit.

It depends on your ISP. Some offer static IP's in cetain packages.
