Id say a good Sniper is when you shoot one bullet, and you kill the person your aiming at, regardless if there jumping round like a fish on steriods or if they are parachuting from the sky or if they are sprinting between buildings. If you could kill people in cercumstances like that, very often Id tip my hat to you.

Good accuracy using sniper rifle.
Nice kdr using sniper rifle.
Being able to use claymores to protect yourself and not for easy kills in crowded areas.
Being able to pistol down a unweary enemy (cant expect you to kill an enemy who noticed you whos 3 feet away).
Winning a one on one contest with another sniper.
And using the kit at the right times makes a good sniper

Focus and concentration, headphones or surround sound.

Ability to protect your team. ability to get several kill assists and get several kills, long distance and short, while moving and prone or kneeling. Protect your six with clays (generalizing). Ability to use your peripheral vision, this is key, for spotting enemy snipers, they are your only valid enemy (given you have a well thought spot). Peripheral vision is key, i know this becasue ive been playing open ranged online fps's for about 8 years. Spotting enemy soldiers, by pressing Q. Know how they think, where they move, i know. Being clever will not keep them alive, be determind, for you teams sake. In a squad the medic is your mark, take him out and you have no worries. I could go on for days, Id rather not.

i shoot without sound most of time, just aim and jump. aim for the head or shot sniper and then switch to pistol. you need skill and time. but all really need is a good gpu, which i don't have and you just kill alot people, but accuracy matters alot. easy way just claymore everything and get a good spm on karkand.

k/d as a sniper is probably most important, then accuracy with the rifle.
im still trying to get my sniper rifle kills over my deaths, where my total is nearly 4 (thanks plane whoring)
i have an awful habit of running into battle and assaulting flags instead of hanging back

wat constitutes a good sniper- claymores, grenades and supports around u constantly spamming ammo bags
