There already is a punishment for excessive teamkilling, its called negative points.

To stay On topic, I dont think EA actually looks at all the report, or at least im sure they dont reset everyone that diserve to get reseted... They probably quickly look at the stats, if everything seems OK on the first look they wait to get a bunch of complaint before reacting... but i might be wrong

I searched "how to report stat padder" and the very top result had the answer in the first response.
(I am not a "Search Nazi", but everyone else is and I just happen to feel like a lemming today.)
