Ok basically I had to completely restore my PC couple days back, and whenever I try to scroll down on a webpage or move a window it gets really laggy? (not sure if thats the right word, but it kinda has to reload the whole window/page). Now usually I found that Direct X solves the problem (usually does) but it didn't. What's the program I have to download to make this crappy lag go away?

DirectX has absolutely nothing to do with 2d Desktop Display.

You might need to reinstall (Or install for that matter) you Video Card Drivers.   Go to Nvidia.com or ati.com (Depeneding on what kind of card you have) and get the latest driver package.

It sounds like you need to install the latest drivers for your video card. I would try this first.

One day, I went on the net and scrolled and then entire page dragged, I dunno if thats what you are getting.

Next day, back to normal.

Could be video drivers, as others have suggested, could also be something running in the background, eating up CPU cycles...

Video card?  Try seeing about your network card settings and/or driver.  If you are running a wireless setup, make for sure you are using 802.11g, not 802.11b.  Also, if you are using a wireless network card, this will only increase the importance of your drivers.  This really does not seem like a video card issue, (in a long shot it could be) because the images are not loading enough from either the source and/or your RAM.  As Scorpion stated it could also be that something is using your CPU usage.  Make for sure that there are no background programs running, like Windows Messenger, when you boot up your PC.  You can check this by using the MSCONFIG command in your Run window. (Start -> Run).  The last tab will allow you to choose what starts when you boot Windows.

What you said... this happens to me whenever I reformat and install xp. I just go to nvidia and DL the latest drivers and I'm all set.
