No. The dune buggies, hummers,vans, etc are all transports as well as the boats. Basically any ground/water vehicle that is not armored.
you can get your transport badge by just riding one around a map for a good 10 minutes. I got mine by just getting into a vodnik, driving it to a sheltered place (this was on the sharqi map) and taking role as commander. Getting the transport badge is pretty easy!
