A lot of server rentals come with website space. Simply use the space for your new clan.

you can register on twl or clanbase..its not that hard..set up ventrillo and a website and contact other clans to get some practice games started. Also download ATC(tactics) and set up a warserver and a public server
Or you could contact me for a clan website Then start playing around on empty servers and when a couple of clanless people join, tell them about your new clan - then direct them to your website, and voila!

you need money to purchase a server, from there you can recruit players on it, make a forum for players to see events and practices, and alse join a league to pitch your clan up against others.
