BF2S Forums Badges and time requirements?

If a badge requires a certain number of points (like 10 ammo points) and a certain amount of time (like 15 hours), do you have to fulfill the time requirement first? I had about 13.5 hours logged as support and decided to go for veteran resupply. I played IO jalabad and our MEC team was dominating, USMC couldnt get to a flag. I was running behind our lines spamming ammo and I got like 33 ammo giving points, but no badge. Now I have my support time requirement and still havent recieved it. I'm about to try again and I should get it easily, but is this how the badge system works? I got 50+ kills as a medic today in a chopper and I'm guessing BF2 wont remember this when I fulfill my 100 hours requirement right?
