I've considered upgrading to the booster packs, but currently Special Forces isn't even really that populated. Are there enough EF/AF servers going to make the investment worth it?
Not really, but for only ten bucks, you can't really help but add them on...They're fun maps (if you've never played them before.)

Go for it dude. $10 aint gonna break you. Besides, there are still many servers to play on and different maps. I rarely play on BF2 vanilla servers any more. SF rocks
SF is too slow on my computer.
