Decimal is 'base 10' - because we have 10 digits - 0...9 - with hexidecimal we use 16 digits - 0...9 and A...F.

OK, in converting any base to base 10, this is what you do:
You have different digit positions. In our base 10 system, the first digit means times 10^0, the second digit means times 10^1, the third times 10^2 etc. So 234 means 4 x 10^0 + 3 x 10^1 + 2 x 10^2.
I guess in 0x17, the 0 and x are irrelevant???? Anyway, it becomes 7 x 16^0 + 1 x 16^1 = 23.
