I think the speed up between the two trucks was the entire video getting sped up. If you notice, not only does the biker accelerate but the cop car accelerates too.

That must be the most blurry chase video i've ever seen. And break.com is notorious for mislabeled, stolen videos. It might not even be a bicycle, or real.
