Anyone with a pilot background or familiarity with approach plates, I need your opinion on something.  The C-750 (Citation Ten) we fly for our company can only do CAT D circling approaches.  If you look at this approach plate for ASE (Aspen) , you can see that CAT D circling is not authorized.  They tell us we can go to the ALLIX fix before we have to go missed.  My question is, if we are not authorized to do the approach in the first place, how the hell can we even use ALLIX as a missed approach point?  I have yet to get a straight answer from the FAA, so I am just wondering what your opinion is.
