Illegal perhaps, knife/pistols are illegel as they limit the player on using what he (or indeed she...god forbid ) can, that is provided in that server map aka, machine guns, tanks, helis etc. Since the c4 option to top of hotel IS available, to ban people using it is abusing your admin right.
