Why would you download the 1.3 patch and not the 1.4?
Be aware that Dice can't program incremental patches for shit. Their incrementals are notoriously unreliable. In all likelyhood you'll want to use the Full 1.4 patch to get fully up to date.

1.3 had some of the most major bugs in any patch, believe us: you want an earlier one or 1.4, not 1.3.

Yes, on most systems it will take awhile for the install wizard to come up, then it will take you 3-4 times as long as it took to install the game to patch it
