Second one: I think that you can only get ones persons unique dogtags once a round or just once and once you will knive him more and more then its are just dogtags and not unique ones anymore.

i had it. so unless i was very lucky, then no, its not.
unique dogtags you can only collect once.
you get a unique dogtag the first time you knife a certain player. every time after that, you get another tag. but its no longer unique as it matches one in your collection,
