No, there is a card in the pre-order box with a code (looks like the CD Key code) on it. Follow the directions on the card to get the instant rank up.

It gives you the 1st rank up (2nd if you also did the Vet's program). Once you play a game, however, you can't use it.
It doesn't have any affect on used soldiers, but perhaps on newly created ones?
