according to the prima guide this is how the supreme commander

my question is why hasnt anyone attained this rank yet, why hasnt the top player been promoted yet?

because the top player is brigadier general, I think he must be lieutenant general before being supreme comander.

He must miss some badges or just points to get higher in ranks

Might work like it did for the 4-star gens in BF2: The 3-star-gens within the top50 got a 4th star when the new month started.
I'm quite sure none of the current top players had the brigadier general rank on the 1st of November, so no one was qualified for the higher ranks.
Wait for the 1st of December, I'm quite sure we will have 2- and 3-star gens and a supreme commander then.
