If you still need to know how to start the PSU without hooking it all up to the computer, you have to connect a wire to the only green wire, and then to any black wire. Once power is connected it (should) turn on.
When I had a fish tank, I got a picostimus fish to suck the sides clean.

And this is why I stick to air cooling.
Already blew up the cheap PSU that came with my case. Didn't even last 5hrs and it was 500W, should be plenty. Anyhow make sure you don't blow yours up, smoke/sparks/fire isn't very fun, especially when you know its hooked to your mobo.
You could always just slap on a air cooled heatsink and reclock the processor while fix your system. No risk to the PSU then. I dunno about you but I always have a couple sinks kicking around.
