But Kazakhstan and Syria have more.
Qatar is too small an island to produce much oil. Unless they've got offshore oil platforms all over the place, which I bet they don't.
I reckon Kazakhstan. Because they are 'number one exporter of potassium'.

There is oil off the coast of Cyprus by the way.
