I read that some people (Syria, perhaps, which is weird) were explaining the latest violence as a reaction to the impending UN vote to prosecute people responsible for the Hariri assassination. I don't really understand how they are related, except maybe if Lebanon is totally destabilized that will interfere with any investigation or prosecution.

From what everyone else around him is carrying (AK-47, M-16, etc) - I'd be more inclined to guess AK-74.
Note the relatively long/thin magazine, long distance from pistol grip to magazine well.
An-94 maybe? Personally I think it looks like an AK, but can't be too sure.

Because Hezbollah are popular to a certain degree and a fight with them could make or break Lebanon. This group they're attacking now are a small fringe movement they want to nip in the bud before it gets out of control.
