I think Time got it right. While all other world leaders have been weakened or have otherwise been crap, Putin has been ruthlessly strong and is getting more and more influential on a global scale by the minute. And as stated: Time do not choose the person based on how positive an impact the man has. Past Time 'Men of The Year' include Hitler and Stalin.
