If that is the case, you can't expect them to have had a tranq rifle ready to go...there was no reason to. They don't just walk around the zoo with a tranq rifle ready to go for every animal there. The tiger escaping its compound is obviously an unexpected event, hence, they wouldn't have had any reason to have tranqs ready to go. Totally different than if they had been working on its compound...I believe it's SOP to have tranqs ready to go whenever they are dealing with dangerous animals in their compounds.
