So the cost would actually be alot less than it currently is. That would leave alot of room for the gov't to get there cut while the retail price would not vary much. IMO it would help the users, the non-users and the gov't. Its a win-win-win situation. The only losers are the people making money off of it illegally right now. But, the gangs actually do have influence on policy and this is not in their best interest.
