step three: open the eyes of those in judicial power. this is perhaps the worst problem. like many english have said up top, you can't defend yourself without risking jail time. this is bullshit. it doesn't fucking matter how old a person is. if they attack you, you should be able to fight back. i think its pretty obvious when one man is claiming five kids attacked him and they're claiming the opposite. who takes on five people who incidentally are all dressed the same and lack the intelligence to use proper language? its one thing if they're all respectable kids and he's psycho, but thats generally not the case.
Yeah you should be able to fight back, and people do. That's why that guy in the above link got killed. The issue isn't people getting sent to prison for fighting back, but people getting killed fighting back.
step four: win the public. seeing as there's a large population of chavs, something will obviously need to be done to quell the fears of parents out there. to accomplish this, patrol cars will all have cameras rolling and fiber optic cameras will be installed in officers' hats or gloves or shirts or something. this will effectively stop police brutality and use of unnecessary force. any officer convicted of the previous will be placed under house arrest for some time and lose his job. this will be conducted by trial with a mixed group of police, lords, and random citizens as jurors in order to keep corruption to a minimum.
Okay, but it seems overly complicated and expensive. Fiber optic cameras?
well here's the problem. sometimes tasers don't work. some people can withstand them, be it because of drugs, rage, or pure genetic luck. the gun is a final resort.
it might be a bit complicated and expensive, but britain is rolling in the dough right now. a few hundred million to equip police isn't too much to ask for, and it'll work.
