In China, the government takes its outward appearence very serious. Therefore, everyone in china takes it very serious.
They are not only training the fans, but basically redoing the whole area around the olympics. I was in beijng in October and the amount of construction they are doing is unbelievable.

Forgot to add that during the Olympics the locals will not be allowed to use cars, they have to use bicycles and public transportation.
