And you're right, it is the speaker who is after the VP.  I was confusing the sec of state...who is fourth.

The bow and arrow has some advantages that the older rifles did not have, like rate of fire and it was better at disabling a target.  An arrow stuck in a muscle will stop its function more than a bullet hole.  Of course, they both hurt like hell.  That doesn't make it technologically superior, but it may have been what he was thinking.
