It's basically the same as trying to make a 4x5 picture into a poster, by cutting up the 4x5.

Well, technically, the quality come in the bit rate of the audio file, as in how well the digital approximated the analog signal. Usually, a lower quality sound file will have not as many approximations, and a higher quality file will have more. What you are trying to do is take the lowered amount of files, and make it sound better, which is impossible. A similar thing (which can be done, but produces... interesting... side effects) is to lengthen a sound file in an editor (such as ProTools). This adds in extra digital noise, and does not sound as good as the original.
