I just got back from the MVA (DMV). I went to go take my learner's permit test. I came back empty handed, not because of failing the law test but because I couldn't even take it. Why? I didn't have one god damned document, my birth certificate (to prove my mother's relation to me, since I'm a minor).
I really see NO drawbacks to a national ID asides from fraud, which can already happen with credit cards and social security cards. It'd be so god damned nice to have a card that has info like my name, date of birth, citizenship status (immigrant if so what kind of visa, permanent resident, US citizen etc), some sort of ID number, blood type, etc. It could also have an RFID chip with tons of info stored on it - birth certificate info, detailed passport and green card info, driver's license info, etc.
Imagine how nice it would be to come back from a trip to, say, France. And you just have the immigrations guy scan your card, make sure everything is right, and be on your way. Or in my case, I go to the MVA and they just scan my card for all the necessary documents. Then when I pass the learner's permit test, they just update the RFID chip with that information.
Make the RFID chip very secure (just use the best damn encryption the NSA has) and I don't see how a National ID card would be much different than carrying around your Social Security card, green card, driver's license, passport, etc.
