They probably thought of putting NPC's in BF2, but with the way the game lags now, even on some higher-end computers, I'm sure they're reserving it for Battlefield 2142, or whatever they'll call BF3.
But, imagining for the moment that BF2 could have civilians, I would imagine that propaganda would be a useful commander tool. Say your team manages to avoid killing tons of civilians, you could push that to your advantage by distributing pamphlets or blasting propaganda over loudspeakers. Eventually, civilian bots with handguns, molotov cocktails and looted rifles will begin to fight your enemy. The enemy, being forced to kill them in defense, would rapidly lose any chance of getting them on their side.
Avoiding civilian casualties would give airpower food for thought...
