Probably not seated correctly. I doubt the brand name of thermal paste really matters.

Yeah the paste is not the problem, it's one of the top available.  you most likely have a bad mount.

Regarding temperature spikes and constant highs - I've had personal experience on this with thermal paste. If the fan becomes dislodged after assembly the thermal paste, despite how strong it is meant to be, breaks and thus the connectivity bond is broken. Get some Isopropyl (seriously, it may not seem that necessary but it is - again personal experience) and clean off all the old paste to make it clean as it was new - clean the CPU and the fan base. Apply a new layer (spread or blob, personally I do the former) and ensure your fan is attached properly.

My E6400 used to run at 35-40C, then one day it was running over 70C constantly. I did the above without cleaning it properly and it went down to 50 or so. With Isopropyl it went down to <30.

incorrect ceramique isn't adhesive.  It's not quite as good a performer as as5 but is also completely non conductive or capacitive.

I love Zalman's STG-1 paste. It comes with a brush for easy apply and performs pretty much equally to AS5.

My Q6600 ran quite hot because the heatspreader was not completely flat. had to reapply the paste few times to get optimal contact.

Also my favourite so far. Zalman bundles lots of it, for couple applies. I don't like Arctic Silver-it sticks to the CPU too much (almost like glue or permanent thermal pastes).

I have a AS arctic clean kit. it makes removing the paste as easy as it can be. also it is worth noting that although the surface may look clean, there is often quite a lot paste left but the kit has some pretty good stuff to get the surface shining like new.

I used the thermal paste that came on my F7P. I idle at 29 load about 30's.. u have a bad mount.  you have to take it off. clean it, put new paste on, remount.

make sure that layer is THIN.  all it is is something to fill in the little cracks.

Exactly, it's made for ram sinks and things that don't have self-sustained pressure.

MX-2 is non conductive, AS5 is formulated to reduce conductivity, but is still slightly conductive.

I cleaned the CPU and heatsink with isopropyl alcohol and then used my Arctic Silver Ceramique (which is not adhesive) and things have not really changed.  Right now it's idling at 39C according to SpeedFan and 44C according to Everest.  I think that's about where it was before I remounted everything.  Haven't tried stressing it yet... I think I'll let the paste go through a couple thermal cycles before I really stress it.

Can anyone explain why my multiplier is jumping around between 6x and 9x even though I'm positive Speed Step is disabled?

if you are running stock there is really no reason to disable speedstep and c1e.  All they will do is lower the multi and vcore to use less power when idle, it won't hurt performance at all.
