I feel like the only appropriate times for love letters are valentine's day in elementary school and soldiers writing to their loved ones or vice versa. There are few exceptions to this rule. Soldier may be replaced with a person on a long trip away from home.

I've written and received those. They're great. Starting it off is the toughest bit. You want something funny, perhaps a pun or inside joke, and then a refernce to her attractiveness. Not "Hey beautiful, your smile outshines the sun" or anything like that--make it subtle and classy. Then, make sure you insert references to her perfection (suck up, toatlly). You should be good.
Otherwise, it has to be snail mail, not email. Email is for dates.
Also, I'd recommend starting those letters once you reach the point of perfect trust--can't be defined, but you'll know once you get to it. Any earlier and it will seem tacky.

I've written and received. They're nice tokens, but a special rarity. I can never be bothered to take myself seriously enough to write them - extremely soppy, wanky and over-the-top corny. I've only written to a love-partner whilst spending long (2 week+) periods of time apart... it's nice then to have some written tokens to give .
