WASHINGTON - CIA Director Leon Panetta told Congress last month that senior CIA officials have concealed significant actions and misled lawmakers repeatedly since 2001, the chairman and other members of the House Intelligence Committee said in letters revealed Wednesday.

Exactly what actions Panetta disclosed to the House Intelligence Committee on June 24 are unclear, but committee chairman Silvestre Reyes, D-Texas, said that the CIA outright lied in one case.

"These notifications have led me to conclude that this committee has been misled, has not been provided full and complete notifications, and (in at least one case) was affirmatively lied to," Reyes wrote in a letter Tuesday to Michigan Rep. Peter Hoekstra, the committee's senior Republican. A copy of the letter was obtained by The Associated Press.
Reyes said in the letter that he is considering launching a full investigation.

The cryptic letter and CIA statement came on the eve of a House debate on an intelligence bill. The debate is expected to revive a partisan argument that has raged on and off for months about whether House Speaker Nancy Pelosi knew in the fall of 2002 about the CIA's use of waterboarding weeks earlier.

So maybe Nancy wasn't lying like everyone jumped up and assumed? Both GOP and Democrats are saying the CIA lied so I don't know.

I think the point of this should be less about whether or not the CIA is lying and more about whether or not Congress really knows what's going on.

If we assume that the CIA was withholding significant information from Congress about counterterrorism and that Pelosi really knew very little about what was happening, then it begs the question of why people like herself are given the power to make decisions concerning our counterterror strategy.

If Bush and Cheney were the only ones really briefed on what we were doing, then the GOP owes Pelosi an apology, because she was telling the truth that she didn't know what the CIA and our counterterror forces were up to.

By the same token, however, this opens the door for a lot of questions.

If Congress is only getting a selective view of what's going on, then do they really have the knowledge necessary to decide whether or not to commit to an invasion?

How much information really is divulged to the president and vice president, and is it enough for them to make decisions like these as well?

I understand that the CIA has to be secretive, but ultimately, someone with authority has to know what's going on and be held accountable when crimes are committed.

There are many programs that the committees at large (and Congress as a whole) aren't witting of. However, there are always key members of both parties from the Select Committees in both houses that are witting.

If they kept the program hidden from them, then they should be skinned. However, the press (and Congress) either don't know or don't care about that little nuance. Many in Congress get pissy when they find out there was something they weren't told about...even though others were.

We'll see if this is an exercise in ego-stroking or actual criminal activity.

NSA is mostly communications, intercepts, satalites, etc. CIA does the field work. Homeland Security, FBI, Secret Service, etc. They all compete for the same funding.

When it comes to briefings there would be multiple sets of prints over the preparation. Fact is the person presenting the briefing, may have them self been briefed on what to say.

After all, wasn't Cheney asking for specific CIA briefs that he knows exist and their contents as well. and also everyone already knows that the intelligence on the push for the Iraq war was fictitious. Stuff like this should come as know surprise, Congress doesn't want the truth anyway, it gets in the way of their pork barreling between spats of election cycles.

NSA is signals intelligence.

CIA is human intelligence.

They don't all compete for the same funding, either. The intelligence budget is separate and distinct from the Defense, Justice, DHS, and Treasury budgets.

I guess one could say that in the big picture of the overall US government's budget, all governmental departments "compete for the same funding" but it doesn't really work that way in practice.

I didn't think the program even came to fruition. I also heard that the Wall Street Journal reported on it back in 01'. 

So if this didn't have money/funding was cancelled before it ever was close to enactment, and was outed almost a decade ago... What the big f'n deal?  There was no program implemented to inform congress about.  This is a witch hunt nothing more.  A way for the Pelosi lemmings to claim that they were right...  A distraction to take away from the appointment of a rascist Supreme Court nominee.

Cheney had been speaking out against the current administration, which is apparently a big no-no nowadays.  He must be discredited and silenced.
