I dl at like 1.7mb/s but my upload speed trickles form like 50kb to 300kb. whats the deal? i has cox cable

Try resetting your modem?

We can't really help you, you'll have to call your ISP for help.

Also, 50-300kb up speeds are actually good. Up speeds are always a lot lower than down speeds.

i just speedtested
got 17.58 dl and .5 up

apparently im doing better than others with cox but still boooooo.

Sounds about right for cable.  I have 8 down and .5 up.  costs an arm and a leg to get more than .5 from any cable provider I've seen (at least around here)

The idea of any hi-fi system is to reproduce the source material as faithfully as possible, and to deliberately add distortion to everything you hear (due to amplifier deficiencies) because it sounds 'nice' is simply not high fidelity. Your upload speed is correct. That is how it works. No provider gives you 1/1 Download/Upload speed. Just doesn't work like that. I download at 1mb/s and upload at 20kb/s. Life's a bitch. No need for this thread.

No home provider.

A basic home connection will give you a very low upload speed because most home users don't need any more as they're not hosting servers, only clients. The traffic goes mostly one way.

So, your upload speed is where it ought to be.
