It sounds like a crock pot, just a large ceramic pot with a built-in heating element. Not sure if that's the term you'd use for one at a buffet, though.

At most buffets I've been too, the warm foods are in large ceramic pots under heating lamps.

Ah, so that's what those are called. I've seen them at catered events, but not established buffets.

A steamer has two parts; a base that boils water and a container (on mine, this is plastic) held over the water with holes in the bottom for steam. Like loubot says, it's for steaming vegetables.
