i was under the impression the red tip was more for the protection of the user to avoid being inadvertently shot by police. i remember there was a spate of shootings years ago by the police against kids with realistic toy guns. these laws about the orange tips followed shortly after... i dont think the law is for kids to be able to identify the real from the fake.
