Windows 7 uses otherwise unused RAM for caching stuff. It puts stuff that you "might need" (like if you open an exe file, it stores the exe in RAM even after you've closed the application). That means that the more RAM you have, the more RAM it will use. If you have less RAM, it won't cache as much, and it will behave much like older operating systems like Windows XP.
If it ran slow, it was probably due to his CPU, or something being out of place. I wouldn't run 7 on anything less than a 3GHz Pentium 4 or an Athlon 64 3200+, those are the slowest processors that I've used 7 on without it feeling saggy.
