I remember seeing that from my hotel room and asking our guide "WTF is that thing?" (OK, I left out the 'TF' part). All I could think was how much it must've cost to build. However, one thing I noticed while there was the amount of construction that was going on--both major and minor--regardless of location. Beijing, Zhengzhou, and Guangzhou. In the countryside on the way to Shaolin. In the countryside outside of Beijing. Didn't matter. Don't know if it's a works program, or if there's really something behind it.
