I used to do a lot of commanding.
Until I realized how crappy the score could be, especially if I ended up with a bunch of losers with zero/negative scores on the team.
The commander scoring system should motivate the commander to do two things:
(a) Command. Not drive around in a tank. Not fly. Not snipe. Command.
(b) Want to win.
Right now, the smartest thing to do is to half-ass command, and get your kills in. I've used command as my personal UAV/Supply/Arty resource, and just run and capped bases. It works pretty well, you get a bunch of points.
Then you drop command before the end of the match. You get your normal score then, not the average (or x2 average) of the team.

Lose: (average score)
IMO, the commander, if they do a good job, should score higher than the jet/chopper/tank whore.
