Overall I'd have to say yes, it's more likely than not you'll find the high-rankers in armour, a helicopter or plane. Plus of course you've got the guys addicted to command.
As far as their standard goes, no, rank is zero guarantee of their playing ability; it's not hard to outscore colonels and higher on the ground, even using a 'sub-par' kit like sniper when they're medic.

Infantry-only Sharqi's going to be da bomb! It's got the lot: good visibility for some long-range vistas (unlike on Kark where the dust sets the limit), lots of medium- and short-range stuff; varied terrain/levels; multiple buildings with good overviews of flags. Plus the TV station is one of
the classic defence/attack points in vanilla BF2; makes Hotel on Karkand feel like an afterthought.
Karkand sucks ass IMO, although having to play it again recently I did get to like it a bit more than I used to. I can see why you think so highly of it though, with 400+ hours playing it *shudder*

I know it takes good skill to be good with a vehicle(god knows i can't drive anything on bf2) but I have the most fun when there are 4-6 guys running together, weaving in and out of street alley, and taking flags. Its just a rush.
Don't lose that. That's the best part of the game for many of us.
