I'm not sure if this has been done yet, but it's an idea...

If any of you have ever played BF1942's mod called Desert Combat, you should be familiar with their artillery system.  It requires two people - a spotter (either a copilot in a helo or a sniper - someone acting as a forward observer), and the person directing the firing, usually sitting in mobile artillery like a howitzer on tracks.  The FO calls in a fire mission, and a scope comes on the artillery's screen.  With this you get about 120 seconds to make all the shots you can.  However, you need to arc your ordinance correctly so it doesn't hit buildings, etc.  This way artillery is user directed, more difficult to use (and therefore making it fairer), happens less often (which can be annoying when you get artied every 60 seconds or so on karkand).  I just think artillery in this game is too easy - too point and click.  By doing this you introduce - *gasp* - human error into the mix.

That kind of reminds me of the good old Tribes...

The Mortars are kind of ineffective unless you have a buddy using a laser painter.  Then you get a nice aiming point for the right trajectory...

I wanna get mobile arty...I used to pwn all the time using MRLS or the Artillary in Renegade back in the day.

that artillery system was implemented in the original bf1942. it had nothing to do with desert combat, they just kept it.
