The Tet '68 offensive was a major defeat for the VC and the NVA. Not a single major offensive VC operation was successful.
So yeah, I suppose you could say the VC won the war, but be sure to note that it was AFTER we willingly left on our own accord and left the South without an organized or equipped army to defend itself. Good game VC.
