4^3 and 4^-3 cancel each other out.
Now since you add up the exponent on multiplication, you obviously subtract it on division.

You could also just multiply them out.
3^-1 = .3333 (repeating) or 1/3
and so on.
Then when you get an answer you just convert back into exponential form.

I can help you.....split 12^3 up in 4*3*4*3*4*3 ...then spilt 4^-3 up in (1/4)*(1/4)*(1/4)..... 3^-1 is the same as muliplying the top with 3 .....4 and (1/4) equals 1 so you are left with 3*3*3*3 that is the same as 3^4.

Well looks like I'm too late but just a small short and easy tip, when you have negative exponents over another number, bring it "down", there fore chaning it to a posotive one
